David Allen, Owner and CEO
David Allen earned his MBA from the University of Tulsa, which he attended on a full academic scholarship as an undergraduate, and has done additional post-graduate work in Healthcare Systems Management at the University of Denver. David has almost 20 years of healthcare management experience, including senior-management roles, working for industry leaders such as Quest Diagnostics and GE Healthcare. He has a well documented track-record of success in managing large, highly-productive organizations with financial responsibility into the hundreds of millions of dollars.
David’s experience includes roles in general management, sales, marketing, and finance. He has also worked as a paid consultant for Liberty Partners, a venture capital firm, and as an adjunct business professor for Johnson and Wales University. For several years, he chaired an interdepartmental committee at Quest Diagnostics charged with driving operational effectiveness and improving profitability. He oversaw projects that affected how the company managed its logistics and other functional departments. Throughout his career, David has demonstrated a prowess for maximizing organizational profitability through top-line growth and effective cost management while maximizing customer satisfaction.
While at Quest Diagnostics, David was trained in Six Sigma and championed multiple quality improvement projects including a medical billing project. The quality process improvement skills he acquired through Six Sigma combined with his extensive management experience enable David to drive organizational excellence within Flatirons Practice Management. Leading David and his team to dramatically improve the amount and speed of collections for their clients.
In November 2013, David testified before the Senate Committee on Small Business and Entrepreneurship about the effects of the Affordable Care Act on small businesses. He was subsequently quoted in multiple print media, including Bloomberg Businessweek, and appeared on Fox News’ The Kelly File with Megyn Kelly.
Julie Radcliff, Director of Operations
Julie Radcliff, our Director of Operations, is an excellent complement to David’s business expertise. An industry veteran with over 20 years’ experience in the insurance and medical billing fields, Julie has worked as a manager at Flatirons Practice Management for more than a decade.
Julie started her career as an office manager for a thriving dental practice and went on to work for leading insurance companies such as New York Life in various roles including Senior Claims Adjudicator, Educational Lead, and Case Management Officer. After moving to Colorado, Julie spent a number of years working for the Boulder Medical Center. There, she developed a mastery of Medicare billing processes and became certified in Medicare rules and regulations in 1998. The following year, she achieved certification through the AHIMA as a Certified Professional Coder – Physician Based with a perfect score on the regulatory portion of the national test. While at Boulder Medical Center, she markedly improved their Medicare collections by instituting coding workshops for the medical personnel. She has maintained her status as a certified coder (CCS-P) for more than 10 years.
Julie’s role at FPM includes supervision over Compliance and Regulatory issues. She personally monitors Medicare and other governmental trends and updates. Her expertise in insurance matters and billing processes has enabled her to provide strong leadership for the day-to-day billing operations.
Julie is an active member of the American Health Information and Management Association and the Healthcare Billing Management Association.
